The Council

The Council has set out a range of priorities that will support a successful and sustainable local economy, create opportunities for our residents, and help to shape a great place to live.

Our strategy has six key themes:

  • A sustainable environment and a great place to live, work and play
  • A well-connected and growing district with high quality homes and infrastructure
  • A prosperous district that attracts business growth and provides high quality employment opportunities
  • Residents live well in healthy and resilient communities where residents feel supported
  • To be a high performing organisation that delivers excellent and value for money services
  • Delivering better outcomes for residents and businesses and reducing costs to taxpayers

Though budgets in local government continue to challenge, we look forward with confidence in our financial resilience and our ability to achieve even greater value for money. We’ve saved £8.6m from our budgets since 2010 and this has been enhanced by delivering £4.4m revenue through a successful investment strategy.

Following the most recent district elections which took place in May 2019, the political structure of the Council is as follows:


  • 34 Conservative
  • 6 Green 
  • 4 Halstead Residents Association
  • 2 Labour
  • 3 Independent

The Leader of the Council is Councillor Graham Butland.
The Green and Independent Group Leader is Councillor James Abbott.
The Halstead Residents Association Group Leader is Councillor Mrs Jackie Pell.
The Labour Group Leader is Councillor David Mann.
